You are right only in one thing - bf2042 does not use raw input. So if you play the game on rtx 4070/ti/80/90 1920x1080/1728x1080/1440x1080 you dont even need to enable reflex,it will only hurt your input latency since your gpu probably howering at 70% load. It is proven that lower gpu usage = less input lag. Reflex + boost reserves couple percents from GPU processing power leaving a little bit of headroom for tasks other than rendering 3D graphics. Such scenario as you explained only possible if OP's CPU is 99.9% busy which will never happen because windows itself does not allowing this.
